Lok Chumteav TEKRETH Kamrang, Secretary of State of the Ministry of Commerce, welcomes delegates from the Enhanced Integrated Framework (EIF) and presided over the meeting with inter-ministerial institutions and project implementation partners.

(Phnom Penh): On the morning of October 3, 2022, Lok Chumteav TEKRETH Kamrang, Secretary of State, representing of H.E. PAN Sorasak, Minister of Commerce, welcomes delegates from the Enhanced Integrated Framework (EIF) on October 3-4, 2022 and presided over the meeting with inter-ministerial institutions and project implementation partners at the Ministry of Commerce.

The purpose of this mission is to monitor and evaluate the project implementation including the actual results and key achievements funded by EIF since 2010 in order to document lessons learnt and good practices which to be shared with other least developed countries. The delegate team includes representatives from the EIF, the Ministry of Foreign Affairs of Finland, the Swedish International Development Cooperation Agency, the Department of Foreign Affairs and Trade of Australia, the European Union, the United Kingdom Permanent Mission, and the Ministry of Industry and Commerce of Lao PDR, Representative of the Ministry of Commerce, Trade and Industry of Zambia.

During the opening, the Secretary of State warmly welcomed and thanked the EIF delegate team for visiting Cambodia to learn in details about the important achievements that the Ministry of Commerce and the project implementation agencies have been implementing and funded by EIF and other development partners. She stressed the importance of EIF financial support and the remarkable achievements that have contributed to the development of Cambodia's trade and economy. Cambodia and EIF have been the closest partners, and Cambodia is a good EIF projects implementation model that other least developed countries should follow, and EIF has been continuing to support Cambodia both financially and technically until now.

The EIF delegate team accompanied by the Department of International Cooperation paid working visits to 1) Academy of Culinary Arts Cambodia, 2) Young Entrepreneurs Association of Cambodian , 3) AMRU Rice Company and also meetings with other development partners who are implementing trade-related projects such as EU, World Bank, Swisscontact, the GIZ and UNIDO.

In conclusion, H.E Samheng Bora, Undersecretary of State, representing Secretary of State and the Minister of Commerce, thanked delegate team for their visit to Cambodia and welcomed the cooperation from other development partners for trade in Cambodia.

(ភ្នំពេញ)៖ នៅព្រឹកថ្ងៃទី៣ ខែតុលា ឆ្នាំ២០២២ លោកជំទាវ តឹករ៉េត កំរង រដ្ឋលេខាធិការក្រសួងពាណិជ្ជកម្ម និងជាតំណាងដ៏ខ្ពង់ខ្ពស់ ឯកឧត្តម ប៉ាន សូរស័ក្តិ រដ្ឋមន្ត្រីក្រសួងពាណិជ្ជកម្ម បានទទួលដំណើរបេសកកម្មត្រួតពិនិត្យនៃការអនុវត្តគម្រោងក្រោមកម្មវិធីពង្រឹងក្របខណ្ឌសមាហរណកម្មពាណិជ្ជកម្ម (Enhanced Integrated Framework - EIF) ដែលមកទស្សនៈកិច្ចនៅកម្ពុជានៅថ្ងៃទី៣-៤ ខែតុលា ឆ្នាំ២០២២ និងបានអញ្ជើញចូលរួមជាអធិបតីក្នុងកម្មវិធីបើកនៃកិច្ចប្រជុំជាមួយអន្តរក្រសួងស្ថាប័ន និងដៃគូអនុវត្តន៍គម្រោង ដែលបានប្រព្រឹត្តិទៅនៅទីស្តីការក្រសួងពាណិជ្ជកម្ម។

គោលបំណងសំខាន់នៃបេសកកម្មត្រួតពិនិត្យនេះ គឺដើម្បីត្រួតពិនិត្យ និងវាយតម្លៃ ព្រមទាំងស្វែងយល់បន្ថែមពីលទ្ធផល និងសមិទិ្ធផលសំខាន់ៗជាក់ស្តែង ដែលដៃគូអនុវត្តន៍គម្រោងទទួលបានអត្ថប្រយោជន៍ពី EIF ចាប់តាំងការអនុវត្តគម្រោងពីឆ្នាំ២០១០ មកដល់បច្ចុប្បន្ននេះ ដើម្បីចែករំលែកជាបទពិសោធន៍ដល់ប្រទេសអភិវឌ្ឍន៍តិចតួចផ្សេងៗទៀត និងបង្ហាញពីភាពជោគជ័យពីកម្ពុជា។ គណៈប្រតិភូបេសកកម្មនេះ រួមមាន តំណាង EIF តំណាងក្រសួងការបរទេសនៃប្រទេសហ្វាំងឡង់ តំណាងភ្នាក់ងារអភិវឌ្ឍន៍នៃប្រទេសស៊ុយអែត តំណាងក្រសួងការបរទេស និងពាណិជ្ជកម្មរបស់ប្រទេសអូស្ត្រាលី តំណាងសហភាពអឺរ៉ុប តំណាងស្ថានបេសកកម្មអចិន្រ្តៃយ៍នៃចក្រភពអង់គ្លេស តំណាងក្រសួងឧស្សាហកម្ម និងពាណិជ្ជកម្មនៃប្រទេសឡាវ តំណាងក្រសួងឧស្សាហកម្ម និងពាណិជ្ជកម្មនៃប្រទេសហ្សាំប៊ី (Zambia)។

ឆ្លៀតក្នុងឱកាសបើកកម្មវិធីនេះ លោកជំទាវរដ្ឋលេខាធិការ បានស្វាគមន៍យ៉ាងកក់ក្តៅ និងថ្លែងអំណរគុណចំពោះគណៈប្រតិភូរបស់ EIF ដែលបានមកទស្សនៈកិច្ចការងារនៅកម្ពុជា និងដើម្បីស្វែងយល់លម្អិតពីសមិទិ្ធផលសំខាន់ៗ ដែលក្រសួងពាណិជ្ជកម្ម និងភ្នាក់ងារអនុវត្តគម្រោងបាន និងកំពុងអនុវត្តគម្រោង ដែលទទួលបានការគាំទ្រហិរញ្ញប្បទានពី EIF និងដៃគូអភិវឌ្ឍន៍នានា។ លោកជំទាវរដ្ឋលេខាធិការ បានលើកពីសារៈសំខាន់នៃការគាំទ្រហិរញ្ញប្បទានពី EIF និងទទួលបានសមិទិ្ធផលសំខាន់ៗដ៏ត្រចះត្រចង់ ដែលបានចូលរួមជួយដល់ការអភិវឌ្ឍវិស័យពាណិជ្ជកម្ម និងសេដ្ឋកិច្ចនៃប្រទេសកម្ពុជា។ កម្ពុជា និង EIF ជាដៃគូសហការការងារយ៉ាងជិតស្និទ្ធបំផុតកន្លងមក កម្ពុជា គឺគំរូដ៏ល្អមួយក្នុងការអនុវត្តគម្រោង EIF ដែលប្រទេសអភិវឌ្ឍតិចតួចផ្សេងទៀតគួរយកគំរូ ហើយ EIF បាននិងកំពុងបន្តជួយគាំទ្រកម្ពុជាទាំងផ្នែកហិរញ្ញវត្ថុ និងបច្ចេកទេសរហូតដល់មានលទ្ធផលផ្លែផ្កាដល់បច្ចុប្បន្ន។

គណៈប្រតិភូបេសកកម្ម EIF អមដោយនាយកដ្ឋានសហប្រតិបត្តិការអន្តរជាតិបានទៅទស្សនៈកិច្ចការងារ និងចុះពិនិត្យមើលជាក់ស្តែងនៅ ១) វិទ្យាស្ថានម្ហូបអាហារកម្ពុជា (ACAC) ២) សមាគមសហគ្រិនវ័យក្មេងកម្ពុជា ៣) ក្រុមហ៊ុនអេមរុ រាយស៍ (AMRU Rice) ប្រកបដោយលទ្ធផលផ្លែផ្កា និងភាពស្និទ្ធស្នាលបំផុត។ បន្ទាប់មក នាយកដ្ឋានសហប្រតិបត្តិការអន្តរជាតិបានរៀបចំកិច្ចប្រជុំជាមួយដៃគូអភិវឌ្ឍន៍នានា ដែលបាន និងកំពុងអនុវត្តគម្រោងនានាពាក់ព័ន្ធនឹងវិស័យពាណិជ្ជកម្ម ដើម្បីធ្វើបច្ចុប្បន្នភាពលើគម្រោង និងគំនិតផ្តួចផ្តើមនានាពាក់ព័ន្ធនឹងវិស័យពាណិជ្ជកម្ម ដែលមានការចូលរួមពីតំណាងសហភាពអឺរ៉ុប ធនាគារពិភពលោក អង្គការ Swisscontact ភ្នាក់ងារសហប្រតិបត្តិការអាល្លឺម៉ង់ និងអង្គការ UNIDO ផងដែរ។

ជាកិច្ចបញ្ចប់ ឯកឧត្តម សំហេង បូរ៉ា អនុរដ្ឋលេខាធិការក្រសួងពាណិជ្ជកម្ម តំណាងលោកជំទាវរដ្ឋលេខាធិការ និងឯកឧត្តមរដ្ឋមន្រ្តីបានថ្លែងអំណរគុណចំពោះវត្តមានរបស់គណៈប្រតិភូបេសកកម្មនេះ និងសូមស្វាគមន៍ចំពោះកិច្ចសហប្រតិបត្តិការនានាពីដៃគូអភិវឌ្ឍន៍ពាក់ព័ន្ធនឹងវិស័យពាណិជ្ជកម្មនៅកម្ពុជា។
